There is a fine line between loitering and milking a sundae for a couple hours. Hanging out at a car dealership for a charge smacks of being an unwelcome guest, and doing so after hours is downright creepy. Even trolling the parking lot to confirm availability of charging station is uncomfortable for me.
The mindset change of welcoming the EV exclusively with distractions and services beyond charging, even if those services are the "last mile" transportation need.
In my proposed model anyone can already charge 24/7 as most plugs are outside. "Membership" is to get inside during the charge after hours. Think "anytime fitness" to help set the intent, or even "clubhouse". The paradigm is not "the charging station at the fast food franchise"... it is the "fast food at the charging station franchise".
