Usually you choice is between skill or luck, that guy is both skillful and stupid. The worst part is probably riding on the edge of the road through all the shit that gets pushed to the side. The thing is that no matter how skilled you are there are things beyond our control, so eventually that guy will get unlucky and get hit.

Going on the shoulder isn't officially allowed for lane-sharing, nor is there a speed limit for doing it.

The guidelines issued by the Highway Patrol were rescinded, so... How to lane-split is up in the air.  (Don's link explains why)

That guy broke many laws, but his lane spiting wasn't one of them. Riding on the shoulder was just one of the many laws he broke.

The Highway Patrol has no authority  to make traffic laws. They only enforce them. Anybody, even you or me, can make "guidelines". 

I don't see where CA lane splitting is "up in the air".

However, the "basic speed law"  still stands.  I think that includes all states. You may never drive at an unsafe speed, even if  at less than half the legal speed limit.

People get busted for speeding when driving well  below the speed limit on Skyline Blvd often, when very foggy, for one example. Lane splitting can be another. If the cop thinks you're driving dangerously, you can be busted when lane splitting at any speed.

Yeah, I also noticed that, I was trying to figure out where the license plates were from, as the plates were not USA.

We're not the only country with insane riders.

Well, it would be a violation of California lane-splitting laws.  Tho they usually don't bother to enforce shoulder-surfing except on multi-lane highways.

Weirdly, they weren't making laws.  They make driving suggestions that aren't laws all the time.  And the court decided they couldn't, because in that case there was no law, pro or con, so their suggestions would effectively be laws.

It is not a good idea to ride on the shoulder on California freeways, no matter what the law says (it is a vehicle code violation). That is were a lot of debris piles up and a good place to pick up something in your tire tread that will result in a flat tire.  I understand that the CHP get a lot of flats when they ride or park on freeway shoulders. But when that happens, they don't have to pay for a new tire and you do.

1:44 guy passes a hotel construction site "The Istanbul", at 1:53 you can see a moto plate with a blue square in the bottom left. Based on that info it looks like Turkey.

When you ride at 100% you have 0 margin for error. I wish them the best of luck, sadly the odds are not on their side.
