One reason we don't see much riding like this in the UK is that if you posted it on Youtube the police will track you down and they will prosecute with a very high probability of success and, looking at the riding there, a very high probability of custodial sentence. Also, people riding like that tend to not ride for very long, and weed themselves out of the system very early on.
