controller problem

 :(We have a problem, we built this bike using components from a Briggs & Stratton electric outboard. We used the ETEK motor and outboard controller ( 48 volt system). The problem: If we run the system with the rear wheel off the ground everything works great. With rear wheel on the ground the systems starts but as soon as power is applied "SHUT DOWN" occurs. We think the contoller is sensing an obstruted propeller. Has anyone ever made this contoller work on a bike?? If a different controller is required can you please provide some recommendations. Thank you
