Bike is in N. California, after a ride in the rain and returning home, parked in garage and came back out in an hour and the lights and cluster were on. Key was not in the bike and it was turned off. it took a charge and could be ridden. But after another ride it got worse until it would no longer take a charge or run. 2 days ago went out and saw that the battery pack swelled and popped the top of the can off and some cells are bludging out about an inch in one corner. Got it out of the garage and parked on the street under a cover for rain protection.

This bike is not worth the cost of repair, but motor, controller should be fine for a project, new RS10 tires too.

My concern is how to dispose of this thing with mininal hassle? Ideas?

That is definitely not a good sign.  The same thing happened to the batteries of my 2010 Electric motorsport GPR-S. Unfortunately, I can no longer recall how I managed to dispose of the batteries. All I can think of is to call your local county hazardous waste office and ask them how to dispose of the batteries in accordance with their regulations. Chances are that they will tell you to bring them to their hazardous waste yard and drop them off there.

This doesn't help that much seeing as it killed your battery, but the initial failure was probably your DC-DC convertor being stuck on (either water in the connector, which is likely given that you were riding in the rain, or an internal fault). Not sure why that would kill the battery unless it over discharged it.
