Does it matter if my Experia is at 10% charge or 100% charge before I put it to "sleep"?  What is best practice to prolong battery life?

You need to be below 80% for LPR mode to work.

Set LPR mode once you are below 80%, turn off the bike, then keep it plugged in.

Correction.  The LPR will work above 80% but they recommend activating after charging to 80%.  If LPR is not an option, and the bike will be sitting,  they recommend charging it to 100% once per month

Due to a prolonged bad weather spell I put my Ribelle in LPR mode last Saturday.
Arriving at home with 30 % SOC, I toggled the mode and connected the bike. It started charging immediately (note that the screen will remain black in LPR).
Also keep in mind that you should adjust the maximum charging power (amperes) if you did not already do this. For European sockets it is recommended to use less than 10 ampere (2.3 kW).

I am using a smart plug, so I can see that the bike charged 8 kWh (30 to approx. 80 % SOC) and then switched off. Yesterday (after 3 days) the bike woke up for a check, used 0.09 kWh and then went back to sleep again. I will keep reporting.

I put my bike in lpr mode when I leave it at the track for a week or so between runs, and find that it keeps it about 80 percent ish.  It will determine itself what amp rate it wants to charge at.  I generally let mine trickle at 1 amp, over a week, it does a nice slow easy balancing on the battery so when I do show up on track morning, I can plug it into the fast charger and take it up to 92 ish for my run.

I like to keep my battery maxed at about 94 percent charge.  When I ride / race I like to use my regen for the trail braking and having that bit of down on the battery ensures it's going to work properly and fully and I am not taking a lap or 3 with it 'somewhere' between off and full bore.  I don't like coming into a corner at 130 plus, letting off the throttle and then having to wonder, ok will the bike slow or will I need to brake and duck to get slowed down by turn 5..

Once every few months ill try to top it off to 100 percent just to keep the battery balanced properly.

Same experience here.  After my ride bringing battery down to 10% charge, ~3 days on LPR, shows 80% charge; and charger intermittently comes on to check what's going on - although I'm not sure how often.
