Proposed U.S. EV rebate law details

Attached is an article regarding the details of the proposed U.S. law recently approved by the Senate which is now heading to the House of Representatives for approval. It would give an IRS credit to people buying a new or used electric vehicle. However, the hooks in the law are enough to make my head spin. So I am attaching a copy of the article that was published in my newspaper today and I will let you try to figure it out to determine if the credit would apply to your next EV purchase.

I think that both Zeros and the LiveWire One might be eligible for the credit because they are assembled in the U.S., however there are a lot of other restrictions that might potentially disqualify them. These rules are definitely not as simple as they used to be in the past.

I should mention that what got my attention is in the second column at the end of the last page there are restrictions about more than half of the value of the battery components need to be made in NA, at least 40% of the battery minerals must be sourced from the U.S., or from a country with a free trade agreement and the percentage will increase over time. How will the government determine where the battery minerals come from and what percentage meet the requirements. Determining if the EV meets those regulations should keep a lot of bureaucrats quite busy.

As an example, Zero sources its battery pouches from an American-owned factory in China, which are assembled into battery packs at their California factory. Who knows where the minerals for the battery pouches come from and how will they be traced? That is the part of the regulations that mystify me as to how they will be enforced. BTW, their motorcycles are assembled in the U.S. by U.S. workers, but most of the components are sourced from China or a few other countries.

Today the Senate passed the $750 billion climate improvement and tax adjustment bill, with a bunch of amendments. My guess is that the EV rebates and credits in the article that I posted above likely didn't change as the fighting was about frying much bigger fish. The bill goes on to the House of Representatives, where it is very likely to pass and be sent on to the President for his signature and become law. Someday my newspaper will likely provide more details regarding EV credits and the like that are in the law and when that happens I will add that information to this thread.

As I suspected hardly anyone is going to get an EV purchase tax rebate when this law becomes effective next year. And that goes double for anyone who buys an electric motorcycle.  >:(

I just wish they would use that money to put more charge stations out in the middle of nowhere. That alone will help EVs sell.

Increased funding for EV chargers in rural areas was in the bill that Biden signed in November 2021.

"President Biden’s Bipartisan Infrastructure Law includes a total of $7.5 billion to build out a nationwide network of 500,000 electric vehicle chargers."

Yeah, I heard about that too. But when do you think we will start seeing them on the road? And what type of chargers?  Zeros need more J-1772, but Energica is best with CCS. However, the slow J-1772 has one big advantage. Just about every type of EV made can use it, regardless of make and model or if car or motorcycle.

Inquire with the Council Of Governments for the counties in your area.

On the California central coast there appears to be a six county effort to locate chargers with a focus on rural areas. The planning work has begun and the decisions look to be controlled at the local level.

And after all of those plans, they will have to select a vendor to install, operate and maintain the charging stations. As always, when you encounter a government public works program, don't hold your breath waiting for it to be completed.  ::)

"Central CA coast rural areas" sure sounds like an oxymoron to me! And they show Tesla? Not much of an issue there.


How about CCS and J-plugs in places such as Portola, Quency, Susanville, CA? None even in the Wal*Mart in Susanville. Even they ignored the most needed locations! Lake Topaz? (CA & NV border).  Downieville, Sierraville, CA. I can name real CA rural areas all day that desperately need CCS and J-plugs.

Here is the latest detailed scoop regarding the "Inflation Reduction Act's" (gotta love that title   ::) ) climate reduction rebates scheme. Good luck figuring out if you will qualify for a rebate.   ???

Hopefully manufacturers will bring lawmakers to their senses, it's pointless if the law applies to 1/4 (or less!) of EVs on the market.
