The state website vets your request - the specific letters - against the banned and already used list. Then they send it to a panel of humans, who make sure that it really is okay. This takes about three to four months with no feedback. Then they print it and send it to your local office.
Then they're supposed to call - this is the point that happened, well, I got a post-card - and you make an appointment to come in to pick them up and clear up any outstanding payments. There aren't any outstanding payments, and I can't get an appointment. So they're going to mail me the plates from the office.
Which is, like, why send the post-card, make me call the central office, to call their office to tell them to mail the plates to me? Seems like lots of extra work involving other people who are just telephone operators when they had my plate, my phone number, my address, and that there's no outstanding debts already.
Our DMV has had to have laws passed to instruct it to follow already written laws. Their executive staff is mostly people installed under Republican regimes in the 80s and 90s who seem to relish just being difficult. They're known for under-staffing urban centers and over-staffing rural ones, too. And cheating the regulated wait-times by not counting until people have gone through the initial line.
