I have used free grocery store plastic produce bags to cover my hands when I got caught in a rainstorm and didn't have a pair of waterproof gloves with me at the time. Most garbage bags are too large and flap in the wind when riding with them covering your gloves.

im talking for your body,  cut a hole in the head and pull it over you, kind of like a plastic undersuit,  might cut two holes on sides for arms to stick out, then put clothes on over it.  it helps keep the body heat in, and keep the cutting wind off the skin and creating even more chilling evaporative cooling.

otherwise get a pair of those disposable latex gloves and put them on under your regular riding gloves, same thing, air is not directly on flesh and it helps keep hands warmer.
