non pref suit, umm no but, the full body racing suit/ undies under it help and actually, the white disposable shit, i can't think of the name of the material now, tyvek? suits you can get work wonders. i used to wear them all the time on the plant when i had to work outside in the shitty cold or rain, they really help keep the heat in but you can overheat and sweat really quick so gotta keep an eye on that too.
Ive left the bike out in the cold, and woke up to 37 degrees, yah, f that. ill ride it easy to get some heat into the battery pack, mainly to get the temperatures evened out in the batteries, so it charges properly, otherwise it can cause issues if the cell temps are spread too far. once its gotten a few decent laps and temps on the battery are coming up a bit, and tires got some heat ill put some ass into it on the straight runs to bring it to a better operating temp.
you are absolutely correct, you are not going to be able to put the heat into the tires that cold to keep them right, so riding like you are running warm / hot is asking for a lowside after a lap or two if you think they are still hot. unfortunately i see this a lot, people running off after a lap or 2 on turn 1, forgetting it's cold as shit, the track is cold and whatever their warmers did put in their tires, after 2 laps on that cold ass track, is now gone. zip.. tumble rumble into the grass, just don't go over the burm, that's about a 12 foot drop on the other side

tbh if it's that cold out, im usually too busy first session serving everyone coffee to be riding, let it warm up. rain now ill ride in, thats kind of fun but cold... you can have that.
