Nobody seriously expected the bill to get far, did they? It was political theater against banning ICE, which I agree with. People will switch over when it's the right time. It's like when the government was forcing awful, poisonous CFL bulbs instead of just waiting for the market to solve the problem, which it did the proper way with LEDs. What we have currently with EVs is a huge ecological nightmare with a raping of resources and burning of gas and coal to run them. CO2 break-even for an EV car is typically 150,000 miles (for mine, 450,000 since I've gone through 3000 lbs of batteries).
