It's complicated. There are outlets, but the HOA has refused even to let me plug in a trickle-charger for the the tiny battery in my 125cc MZ. There is one guy on the board of directors who designed charging facilities for the Port of Seattle, and he was convinced there was too much fire danger from hydrogen off-gassing. Lithium really goes up when it goes, so I can't imagine convincing him it's safer than lead-acid. If I charge in my unit, they might not like it , but it's my property, so they can't do much about it, whereas the garage is a common area owned jointly. OTOH if something went wrong with the BMS and I had a lithium fire in my living room, that would not be good 
If I had the money, I'd get an S or SR with Charge Tank or DigiNow, and just never charge at home.
