In Sweden you can drive a 4kW max 45km/h 31mph motorcycle from the age of 15 with a speciel licence or if you are 18 and have a regular drivers licence.
I would like to buy a good one from China, but it is a jungle... My criteria are:
4kW motor
Li in battery
min 60km range (min 3kWh)
Preferably optimized gearing for max 50km/h speed and fast acceleration.
