Tech Help / MX650 Throttle Question

Could you answer a question about the Razor MX650. When I turn it on I get a green and red light on the throttle. When I turn the throttle nothing happens. No sounds.
There are two black wires. I assume they don't carry current and I put the black multimeter lead on one of them. The third wire said 4.5V regardless of the throttle position. The fourth wire fluctuated from 0.8V to 3.3V as I turn the throttle. The fifth wire showed 39V.
Does this seem normal?
I'm guessing it's just a bad controller and the throttle is ok but I don't know if the voltage readings sound correct. Thanks!
