Maybe it makes you feel wrong [ Power ~ Torque * RPMs ]. So you Horsepower are raise from 0 to MAX in a straight line till the motor reach the system voltage then it starts field weakening. It will always start with low power this is not limited it is the nature of a PMAC.
I believe the motor is a BLDC (BrushLess D C ) motor, which does in fact have maximum torque at zero RPM. I'm not an expert on Zero Motorcycles, but I've dealt with the BLDC controller on my CNC mill.
