Agreed Swampnut. That seems to be the way to go. For example the current lane splitting law in the Netherlands: it is allowed when traffic is going slower then -I think- 20mph. Why that speed? Because the distance between the cars in then so small that cars cannot merge unexpectedly into another lane (and so being a danger for splitting bikes).
So I wonder why it has to be so black and white? A bit more specific law is helpful. How hard is that.
