AF1 Racing has a turbo cord for sale for $580. Is it possible to make this useful for a '16 DS? Would it charge any quicker?

You can only charge as fast as the charger that you have can do. So the onboard charger that you have will charge at the same speed no matter what cord you use.
The only way to charge faster is to use additional charger/chargers connected to the Auxiliary charging port.

There are other options that work with the 2016 that are cheaper while offering more.
That being said, Using a 208~240 volt to charge will give marginally more efficient
charging while being MUCH friendlier to your onboard charger. If you don't have a
J1772 connection, you can purchase an adaptor AND charger for less than the 2020 part.
