According to another article the scalloped trailing edges create vortices that reduce drag. I wonder if that’s effective at lower speeds, like highway speeds.

Ever since Michael Cszysz passed away, NO ONE has been able to challenge Mugen. Why is that? Why can't Lightning or Energica give it a shot?

Probably because Mugen is funded by Honda. ??? When racing you can't beat cubic money. ;)
