Apple can put more investment into this without raising capital than any other company one can name. I am cautiously optimistic that it will adhere to standards and attract people to EVs.
I don't think they'd be motivated to surcharge the electricity as much as whatever ludicrously attractive vehicle they produce. I'm thinking shinier than a BMW i3 or i8.

Do you know why Apple doesn't sell iPhones in Europe? Because most of the European countries have passed laws that require cell phones to recharge via the standard micro-USB connector. If Apple complied with that, they wouldn't be able to force every iPhone owner to buy their shiny white chargers with the proprietary connector....and change them up once in a while, forcing all owners to buy all new chargers with their new phone.

There will doubtless be a white car. Probably a space grey one and perhaps a rose gold one for China... It won't come with a key so you'll need at least an Apple watch or iPhone to start it.
No doubt there will be a subscription model too. You'll bolt on more miles when you go over your monthly limit.
Look out for Apple Bays to park at prime locations.

It's not really a case of Apple trying to squeeze more money out of the consumer. Apple sells a component (basically a tiny microchip) that is necessary to interface with the iPhone and sells it to the 3rd party companies that make the connectors. The extra cost to make that cable is passed on to the consumer, yes. But it's their way to get a piece of the accessory market. microUSB is an open standard, so Apple can't get into the production chain between consumer and manufacturer.

I fail to see how that's any different than what I said. They don't WANT you buying a charger off of Amazon (let alone eBay) for 1/3 what they charge. They want you paying their OTC prices for a shiny white one.

All that is true. But they also want to make sure that when monoprice.com sells you a iPhone compatible cable, they get a piece of it. And the dock in your clock radio. And the connector on your wireless speakers. And that port on top of your tower speaker. Plus the one in your aftermarket head unit in your car.
If they could figure out how to replace Bluetooth and charge for a codec license, they probably would. Actually, they probably did (and called it AirPort).

meanwhile if you hold a patent that you license out to every cellphone maker on the planet except apple, apple says "fuck you, we're apple", doesnt pay you anything, and uses you property without permission... and when questioned about it, they throw enough legal at you that you cant chase after it. Basically a "there are millions of (our) phones out there without paying for this license, so we're not paying"
