Brammo is working on a scooter or smaller motorcycle (than the Enertia) called the Encite.
And, likewise, that $3500 price quoted in the article for the Encite is if the buyer leases the battery separately. The actual (targeted) retail price is more like $4995.

The mentioned battery leasing program will also bring the price of the Enertia down to $6500. This includes rebates and I assume that's for the states with the largest rebates. No details on the leasing program yet.
