Title: Do I build, then register?

I found a 1979 Suzuki bike on CraigsList. It doesn't work and is missing a key.  Otherwise it looks perfect for converting it to an ebike. With that said, in what order do I build my bike?  Do I...

• Buy
• Build
• Register

I've read in many places that it's important to know if your bike can be registered so that I can ride it after I build it.  But, how I can register a bike if I can't get it to the DMV or to emissions testing.  And, if I bring it to the DMV after I build the bike will it be  more difficult to register since it's been modified?

Please help!
