Wow, that was a very short article with an abrupt ending..... not very well written. The thing that sucks about the article, is that its a very leading headline, with a somewhat mixed message in the actual article.
People are only going to see the headline and think "nope"

My guess is that if the electric motorcycle market ever hits a point where the manufacturers are actually making money on their business you will see the major motorcycle companies jump into the field. So far as I can see, the only major manufacturer that is even thinking about selling a two-wheel EV is BMW and the way they are going, their over-engineered (and likely very expensive) scooter will be obsolescent (as far as top speed and range goes) by the time it hits the market. ::)

The problem with the BMW is not the price but the lack of practicality. A scooter must have storage but the C Evolution cannot even take a 13" laptop! You will need to buy the top box extra. And the windscreen is rubbish also...
But it rides great and has nice features like ABS.
