Title: electric scooter stuck in "low power mode"

I've owned a R-Martin EVD 3KW 60 volt lead acid scooter since 2008.  It's always had an issue whereby it occasionally starts in a "low power mode".  The solution is to stop and turn the bike off/on.  This has always worked for me and is only a minor annoyance.  Other owners of this scooter have reported this same behavior.  It isn't unique to my scooter.

However now it is permanently stuck in this "low power mode".

What could the problem be?

Here's what I've tried so far:
- made sure the scooter was fully charged
- replaced the circuit breaker under the seat
- checked the pack voltage, which looked fine (it read 64 volts)

Here's what I'm thinking of trying next (in order):
- replace the throttle
- replace the hub motor

The batteries are fairly new.  They were replaced in September 2013.  This issue started last week.

What is the controller? Can you check it for fault codes?
