A California state legislator just introduced two bills that would affect EVs. One would require that all new EVs be sold at prices not exceeding MSRP. The other bill would require that all EVs be able to incorporate technology that would allow them to power a home when the electrical power goes out - something of a concern any time of the year in California. ::)

Why waste your EV battery power when you may need it the most? Just buy a generator.
IMO, both bills are rather stupid. Price should be set by demand as long as games are not being played to reduce the supply.
I would veto them both!

I'm all for the V2H/G mandate bill. Often when the power is out it is due to a storm that you would prefer not to (or should not to) drive in anyway. In addition many with an EV also have an ICE vehicle. I have 3 EV's and 5 ICE.
The big deal about V2H EV is that it is the cheapest way to get a battery pack for your home. In most cases an EV costs less than if you were to buy a similar size battery bank for your home. In effect the car is free if not being paid to take it!

V2G as a battery backup maybe, but not as a storage system compromising the life of the car.
A mandate is a ridiculous idea for most. It would increase the vehicle price when the barrier to entry is already high, and since EVs are mandated already, it will further isolate the lower classes who have no place to plug in anyway. If only our politicians could think about actual people for one minute.

I think it is right to push for both of these.
1: Dealers who want to push off the inevitability of more EVs coming to the market so they don't have to expand into their service department too much. I believe that if said vehicle is available, you should be able to purchase it at the asking price without feeling like the dealer wants an extra cut for it seeming more like a luxury type of vehicle where you are trading a lot of the down the road cost(gas) to upfront cost(electric).
2: V2H/V2G capability should absolutely be mandated as it is a key way of moving away from diesel backup generators or grid generators. It is by far the best way for the grid to go green. Grid batteries are good too but expensive and impossibly expensive to have available for all power with low solar capacity during peak times. If you can set a discharge limit during peak times and a charge limit during off peak times, it will put very limited strain on the battery as you can tell it to never go below 20 or 30%. If all EVs have the capability then it will be up to the power utilities to have subsidized programs to install the control unit to the home along with usage incentives. Many people will not be interested and won't participate because they do not believe in participate in creating the greater good but enough people will sign up to receive incentives to make it worthwhile. The decision to install V2G/V2H capability should be down to the user. I see the costs would be negligible for all fast charging enabled EVs besides a bit of development work to allow power to flow in the other direction.
I'm not super technical in terms of how the whole system works but I believe most of the additional cost is the control unit on the home side.(See F150 Lightning)

The battery powered F150 for instance will do this if you also buy the home charger that uses an 80 amp circuit breaker at 240 volts. I think that option was in the $5000.00 range.
I never did get to determine what trim level was necessary to get the 240 volt plug in the bed that would be needed to charge my Ktm electric motorcycle. It is not in the base package that is only 120 volt plugs.

No, V2G is not the way to go let alone mandating it.
A backup generator is basically never running and does not have remotely significant impact.
If all passenger vehicles were converted to electric tomorrow, that would only be 9% of national electricity production. V2G wouldn't cover a fraction of even that.
Battery storage is environmentally disastrous in general. We only do that for vehicles because we have to. Ruining a car early because of V2G is pound foolish. A ruined battery is a ruined car.
It is a very destructive idea both physically and economically.
