I don't know for sure, but I imagine it is via an onboard charger and a 120V outlet. From that scooter's performance specifications, I gather it has a pretty small battery and motor.

It has a 4.2 KWH battery, I already checked the specs here (https://www.vespabk.com/inventory/v1/Current/Vespa/Elettrica/Elettrica-45-MPH/45-MPH--Brooklyn-New-York---15573231), but the charger watts or charge time is not mentioned anywhere that I could find.

Well, with a small battery like that, I can't imagine that Vespa would use anything but an L1 charging system, at least not in the U.S.

Scroll down a bit on this page and it says that it'll charge to full in 4 hours (on 220V) from either a mains socket or a charge station, and it shows a photo of the integrated charge cable which I assume is a J1772 plug.

I am not sure what that cable is. ??? But a 240V charger would likely not be too popular in the U.S. as most homes have 120V, especially for the typical scooter rider in a city where they probably live in an apartment and might not want to pay for an L2 charge.

It must be around a 1 KW charger if it takes four hours to charge a 4 KWH battery from 0 to full. That's the same output as a Delta-Q charger that Zero uses.
But with that note on the bottom about 240 VAC, it makes me wonder if the 2021 VE charges at 500 watts on 120 VAC taking twice the time. 1KW charging would still be possible even at 120 VAC, so it's anybody's guess until we get the full charging specs as it could be done either way.

I imagine it's multi voltage, the way they word it sounds like they're saying it will charger faster at 220V. Looking closer at the connector it looks like Schuko based off the flat portion, so either they'll bundle some sort of adapter with it or count on people using stations with a regular mains outlet.

Very few homes don't have 240Vac in the US. Some have 208Vac, but those are mostly apartments.
But a 4.5Kwh charged in four hours is 1.125Kw which is not more than a standard US circuit.

It seems to me that few homes have 240 VAC in the garage. None of my three houses did, so I had an electrician do such at all three.
CA is probably different with the newer houses. I think I heard that new houses in CA need to be ready for EV charging, which I think means have 240 VAC already wired to the garage.
Many houses here in NV have 240 VAC in the mud room for the clothes drier. One of my houses (the one in Cold Springs Valley) didn't even have that, since it had propane in the mud room. But it did have 240 VAC hard wired to the air conditioner, but no outlet anywhere.

Well, you can't expect them to wire an outlet to where they don't know yu're charging your car.
But the rails are there to put a circuit in. That's not so hard.

Strikes me that Vespa are probably more interested in their European markets anyway, where we all have 240V.

I wandered around the Vespa site and it seems they no longer offer an electric variant that has a gasoline generator and a 0.7 gallon gasoline tank.
There was a model like that last year which had a smaller battery. I guess it is what comes to mind when hybrid electric is used.

I don't know anyone who has a 240V outlet in their homes. Of course their homes were all built years ago and are cooking with gas.
BTW, I was looking at Calmoto's Vespa Elettrica descriptions and couldn't find anything in the specifications regarding the motor or charger. But they do have two different models of the Elettrica. One tops out at 45 mph and the other has a top speed of only 30 mph. While the 45 mph version might be useful in a dense urban environment, I have no idea how useful a 30 mph top speed would be even in a congested city like San Francisco - much less around the suburban area of Livermore (which was once farmland), where that BMW/KTM/Energica/Vespa dealership is located. ???

Well, you can't expect them to wire an outlet to where they don't know yu're charging your car.
Usually, anywhere in the garage is fine as they always have long output cables that can reach anywhere in most garages. And even if they somehow don't, one can buy EV extensions cords.

The 30mph limit over here in Europe means the bikes conform the the "moped" class, which allows them to be ridden by much younger riders. 16 here in the UK, it was younger on the continent a while back but I have a feeling the age was bumped up a while back and I'm too lazy to google it :D
30mph is just fine for kids and light urban transport. Like in London, not often does anything actually reach 30mph for long.

A buddy of mine has the 2020 model that tops out, on the flat, at 45mph.
He says it is much like a 50cc on the hills and a 125cc off the line.
His Elecctrica has a regular 3 prong Nema 5-15 connector and he has an adapter from ebay item 274521853188 that charges the bike in 4 hour from an EV Charging Station EVSE at 240V instead of the standard 3-prong 120V 8 hours.
