And here is the CA law (https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=VEH&sectionNum=22511) that covers it.

I wouldn't have thought of that....  Some "Adam Henry" using an open slot for parking convenience with no consideration for others....  So many special people out there !!!!  Very sad....

It happens every day. EV owners call it being "ICED"  when they cannot charge because an ICE (Internal Combustion Engine) vehicle is blocking the charge station.

There are also some EV haters who do it deliberately.   See here (https://electrek.co/2019/01/01/tesla-pickup-truck-drivers-supercharger-protest/) for such an example.

Perhaps much less of a problem with motorcycles.

The sign doesn't say who the towing agent is x-x

Also, this happens to BEVs being bumped by PHEVs https://twitter.com/aminorjourney/status/1299056874319273984

We just need more outlets, clearly.

Good! Let the ice vehicle owner figure it out!

And we also need people who will  SOGOTP.

BTW, Tesla Superchargers charge  more to stay connected and not charge than they do to be  charging, but only when most of the others are in use.

I started seeing similar signs in Nevada earlier this year.
Nevada Revised Statute.

NRS?484B.468??Parking space designated for charging electric or hybrid electric vehicles: Signs; prohibited acts; penalties.

1.??A person shall not park a vehicle in a space designated for charging electric or hybrid electric vehicles by a sign or
markings that meet the requirements of subsection 2, whether on public or privately owned property, if the vehicle is not
connected to the charging station for the purpose of charging.
