No, they're not timed so that a cycle can make it through them or between them.  Bicycles are just not considered.

And no, ticketing red light violators doesn't change the behavior of cyclists.  We already have this as a rule, and most of the cycle-on-ped deaths are at stop signs and on paths - not red lights.

So no, ticketing cyclists for violating stop signs and red lights - mostly poor and homeless from the numbers - does not increase safety.
