If it doesn't show up in the Google Play store, it could just be that it is a tablet, maybe it's not too old. What version is it? (Settings app, all the way to the bottom, About Phone).
I've tested the Zero app from play store recently on phones that are stuck on an old version of Android (Galaxy Nexus, Jelly Bean) and phones that are quite new (Nexus 5x and Experia XZS, both on Nougat).
Zero App won't install to a tablet from the Play Store, you have to side load it, but it should work if you xfer the app from a phone backup to a tablet of compatible architecture. I've side-loaded from backups on ARM architecture Android phones to tablets LG G-Pad 8.0 Play Edition and Nexus 7 2013 and Nexus 10 multiple times. It even works on the big tablets.
I also run side-loaded from a backup on my phones down due to the issue where the new version of the Zero app can read Custom Mode settings but not change them (I hope Zero fixes this soon).

I don't have a specific recommendation for a brand new tablet. My tablets are all from eBay anymore. All the currently available tablets seem to be carrier-crapped or samsung-ui. If I had to buy a new one, it would probably be a LG G-Pad. My last experience with carrier-crap tablet were a Samsung 7" and a LG G-Pad F7, and I really hated having all that "undeletable" crap on it. The LG was definitely more tolerable than the Samsung.
I will say that I got a new old-stock nexus 10 off ebay a few months ago, and it's serving me pretty well, even though it would have to have a shelf-aged battery.
