It's cool to see them go by, but the finish line of each stage is probably the most worthwhile place to visit, has a festive atmosphere, big screens, and announcers. With fast transportation able to cut through traffic, it's possible to visit various places on the route, see them go by several times. I did that in San Jose one year.
