Here is the UK.  Come to think of it I couldn't get one for my Honda years ago either, although there was a Haynes manual available but obviously not official.

I don't see why they would have different rules for different continents so maybe its just by chance we have dealt with different companies with different policies.

Unless the owner is a dealer or employee they are untrained, not sure how that is off the mark.
