The motorcycle (FIM) and the bicycle (UCI) organizations fight over who gets to regulate e-bike competition.  My guess is that each organization is smelling money and don't want the other guy to get any of it  ::) :

In that battery looking thing at the top of the page it says 2 wheeled ev group.  I guess it is all in caps.  So my assumption it is an all inclusive forum here.  Or is it? I see Motorcycle in even bigger letters.

And the AMA (American Motorcyclist Association) is the United States voting entity on the FIM.  And the AMA has some governance formula for industry vs rider in representation.

Thanks for the link it spells out what class 1,2, and 3   Class 1 ebikes, which are the ones you have to pedal to get any assistance. Assisted speeds top out at 20 mph. (Class 2 has a throttle and a top speed of 20 mph; Class 3 has pedal assist, no throttle, and a max assisted speed of 28 mph.)
