Just quick pull on the brake lever should release the bullet lock when engaged.

Handlebars rotated slightly, mirrors reset, BulletBrake installed no problems.  To initiate, apply the brake, push in the button and hold it while releasing the brake.  Works great.  To release, just apply the brake and the BB releases the caliper.  Picture shows handlebar at full right stop.
