I'm located in eastern PA. I ordered the bike this year. I think I got lucky and snagged someone else's order because they contacted me and asked me if it was alright if they gave me a bike that was a little different then the bike I ordered. I told them that a free wireless start was fine with me. So I imagine someone canceled their order, for whatever reason, and since it was nearly identical to mine they just said "here you go."
So I imagine a $35 adapter will convert the 14-30r to a 5-15 and since the charger is in the bike it will charge at level 1 speed.

I think you're most likely right about what happened. Something like that happened when I bought my Tesla M3. I was told on-line it was months away when I ordered. Two days after I order on-line, I am asked to pick up the car at Rocklin Tesla on a Sunday. At first, I thought the email was a mistake. But they gave me the VIN and everything and I picked it up on that Sunday with a small crowd picking up their new Teslas. That was back in late 2018. But my Tesla was exactly what I ordered down to every little detail.
The Esse Esse 9 will charge at ~3KW with 240 VAC and half that with 120 VAC (~1.5KW). The AC voltage in determines the charge rate of L1 or L2, but 240 VAC max (3KW). Unlike an older Zero or a LW that will decrease the current more as the voltage is increased as their chargers are half the wattage of the Esse Esse 9.
But I don't recall ever charging my Esse Esse 9- with 120 VAC. I have only used 240 VAC or CCS.
