It seems like they're actually close to bringing it to market. Check out their Facebook page (linked at the bottom of their website) and you'll see plenty of photos of the bike parked on roads, with a plate holder, a photo of someone riding it, and even a video of it moving on a dyno. Their Instagram page also has photos of people riding it including some guy sliding it around in some snow.
From their LinkedIn page they're located in China so no doubt it's made there but it sure does look like it's decent quality, cast swingarm, floating rotors, radial mounted brake calipers, a beefy adjustable USD fork with some sort of coating on the stanchions, LEDs all round, the large TFT. While labour might be cheap it doesn't look like they've cheaped out on any of the components. At least from what I can tell from looking at photos.
