The Alligator was not exactly what you want to be riding when passing a tractor-trailer semi-truck.  ;) But it certainly was a innovative design and one that was very efficient too.   :)

Doesn't this design have poor controllability with bad surfaces, too?

And it's longer, so heavier.

As I recall from reading road tests at the time, the Alligator was ferocious on acceleration.  The long wheelbase and low CG was built-in "anti-wheelie" so all of the torque from the engine drove the bike forward instead on lifting the front wheel.  I would imagine that same advantage would carry over to this design.

Seems like it might be very efficient on the highway and would have an excessive amount of room for batteries. A good shape for a long distance tourer. The long wheelbase and seating position both would make the bike feel less nimble.

Definitely a cool concept, I would like to see the design tweaked to accommodate luggage without killing the aerodynamics and cog.
