1. I have one J inlet installed using Zero's Charge Tank plastics and bracket, and this is still the best place at least for a J1772 inlet.
The other locations compromise on weather protection, but charging inlets themselves are pretty solid about that. My real concern is about weathering, straining, and motion on the cabling to and from the plug. I'm not satisfied with the options so far, but I'd like to have it stick out of the left side of the center of the bike on a bracket fastened solidly to the frame and battery casing.
2. I haven't worked this out myself, but have had a Zero stolen without a tracker so it's interesting. Most thieves are not going to be competent working with a Zero, although admittedly me maintaining zeromanual.com as the single best resource for them to self-educate is ... ironic.
Your logic about the placement seems reasonable. Maybe you could ask Zero, since they made a little noise about testing an integrated anti-theft device in the field. Or I'll ask at least.
I think one constraint is that the likely source for an always-on power supply is between the doghouse and the DC converter. "Somewhere in the middle of the bike that is hard to take apart", annoyingly.
