Is my charger going bad? 2016 Zero SR

When I plug in the 110v outlet it only charges until it reaches around 96 or 97%. I have to unplug and plug it back in a few times for it to reach 100%. Is this a sign that my charger is going bad? What should I do?

Edit: Assuming that it is a bad charger, I would like to replace it with a diginow charger w/belly pan. Only problem is I have no clue where to get one because they're discontinued. If anyone has one they are willing to sell, please let me know.

It does sound like the OBC is failing to me. A new one will set you back about $800, but it is easy to install by yourself and even easier to replace if you have a friend to help.
