Is anyone aware of a source for "a grade softer" brake pedal return spring that may also perhaps be a bit less prone to rust?

Check your local hardware store. Especially the non-Home Depot/Lowe's, older variety. I needed a heavy stainless spring for my bicycle's steering damper and I was pleased to see the broad selection at my local Tru-Value hardware store. Much, much cheaper than if you went to a dealership for it.

Orchard Supply Hardware has a good selection of hardware.  (Also they have Craftsman/Sears tools!) (Also they have Zero key blanks, but they don't know they do, you have to tell them you have a Triumph)

Not a true steering damper; the spring acts as a damper to stabilize the front end because bike has a porteur rack for carrying my dog.
