While the credibility of the poster is not confirmed, it is feasible and has been demonstrated to my satisfaction that currents and a minor charge build-up can be induced by operating charging equipment on the bike without the grounding straps in place, and there may be other contributing factors.

Before I call this fishy, try an experiment. When you feel the shock lift your hands from the bars for a sec and see if it stops. The shock could be coming from elsewhere and simply seeking the shortest route.
