Access denied

My work (state government) blocks EMF and so do blood bank free WiFi (also government) sure both using different virus/malware software.
Below is message from blood bank and  had Cisco security software logo.
Is anyone else getting access denied?
Is there any tags that might trigger this? eg hacked?

I get a similar message using the free WiFi on the ferry in British Columbia, Canada.

Comcast doesn't care what I look at as long as I keep paying their bill.   ::)

It's not a ISP problem but web filtering of gov or business networks.
I sure site is OK but just wondering what's triggering it.
