It looks like India is getting serious with their support of electric motorcycles and scooters in order to help cut their inter-city pollution:

i.e., an average of 300-400 USD per bike; or 18-24k INR according to google.

That might go farther than you would suspect; look at the products available from Hero Electric. Their low-speed bikes (25 km/h) are available between 30k and 45k INR.

Higher-speed bikes (45 km/h, similar to a 50cc gas scooter) are available from 45k to 50k INR.

Note these are all lead acid battery packs.

I don't have any idea what the subsidies are tied to, but I hope they specify a certain minimum battery lifetime and warranty. Lead acid packs are cheap up-front but have poor cycle counts.
