Yes when we talk about safety it is important to realize that a punctured scuba tank has the potential blast effect of 2 hand grenades. Yep given the choice I will take my chances with electricity. If you don't believe me just look up videos of truck tire failures, and those are only at ~80psi. Now try a metal or composite tank at 4000+psi.
Reminds me of a story from my Scuba diving days, now no kidding this really happened.
A good friend of mine was driving to a dive with three tanks in his boot. Stopping at a light he heard them roll slightly then there was a sound like a gun shot going off...
He got out of the car to investigate, and opened the boot to check the tanks. One was hard against one side of the boot, and he could see daylight from the other side of the boot. The first stage value had blown off and punched its way out of the car!
With some trepidation he looked at the car next to his, and yep, it had a hole in its side too!!! They finally located the first stage buried in the other side of the poor guys car.
Moral of the story, a loose first stage can kill if it blows loose.
