Capacity monitors are not always very accurate.   Also, often times that number is put in by the manufacturer, and yes XX number of YY cells should on the label give you ZZ capacity, often times manu's will hold back a bit for safety / reliability reasons.  They like a little overhead, in case one goes a bit weak, is not balanced very well etc, so it still keeps them in specs.
