Confusing max. Torque of Zero

Hi every one!
Have a good day

I'm about to buy a new zero motor but someone please explain to me about max. torque indicate on specification.
For example, in Zero website, model RSR indicate max. torque is 140 ft-lb (190 Nm), so this is max torque on wheel (driven pulley) or max torque on motor shaft (driver pulley)?
