2007 Vectrix VX-1 Voltage and battery bank/pack

Hello, Recently I got a used 2007 Vectrix off an ebay auction. It came withe 38 Lithium Ion Battery cells/modules  3.2 or 3.3 volts each rated at 40AmpsHour each. Initially the cells were deeply discharged (showing about 0.3 volts each), so I used a DC-DC power supply (DC booster) connected to the my small solar array and its battery bank in order to initially charge the vectrix battery pack, and since the DC-DC power supply can only go up to 80V I had to charge different sections of the vectrix battery pack at a time. Overall no I got about 124V in the battery pack which considering the individual voltage of the cells (3.2 * 38 = 121.6) seems to a good ballpark but there are zero bars showing in the vectrix dashboard (and there are no error indicators) the battery health indicator shows a fully health battery but not bars and no go.

Any insights?
