Title: "Cell balance" bounces around while charging

Is it normal to bounce from 2mv to 40mv to 30mv, back to 3mv in a matter of seconds?

Yes, this is normal behavior while charging, at least at my Zero S 2013.

As I understand it is scanning the cells so those differential values are what it is reading on those cells at the time.
